ACERCA DEL PROYECTO
Colombia es un país multiétnico y pluricultural. Tiene el privilegio no sólo de ser el país con mayor diversidad ecológica de la Tierra sino el de mayor diversidad multicultural al conservar 64 lenguas nativas, así como grupos étnicos: Indígenas, Negros, Afros, Palenqueros, Raizales y Rrom. Estos grupos son afectados por aspectos que los sitúan en condiciones inferiores respecto al resto de colombianos y generan su exclusión. El desconocimiento de sus cosmovisiones, usos y costumbres le impide al Estado implementar políticas de inclusión y respeto cultural. Esto se manifiesta en la violación de sus derechos humanos básicos y en el despojo de sus tierras. Su visibilización como miembros de un sujeto colectivo de derechos, limita su reconocimiento jurídico y el impulso de políticas públicas e instancias de participación básicas para potenciar su valoración y desarrollo.
Además, la violencia, derivada del conflicto armado, en forma individual y colectiva, afecta su autonomía, así como sus derechos territoriales y culturales. Para ilustrar, todavía, la Comisión Interamericana de Derechos Humanos recibe información sobre la situación de violencia que golpea a pueblos indígenas, consejos comunitarios y comunidades afrodescendientes en ciertas regiones del país.
A esto se agregan situaciones institucionales que los afectan. Por ejemplo, el Censo de 2005 indica que en Colombia viven 1’392.623 indígenas pertenecientes a 87 pueblos mientras que las organizaciones indígenas del país dan cuenta de 102 pueblos, distribuidos en la mayor parte del territorio nacional, pero principalmente en áreas rurales. De todos modos, los pueblos originarios tienen derecho a tener nombre, lengua, creencias y formas de vida propios. Como todos, dichos pueblos tienen derecho a ser diferentes.
Esto demanda asumir posturas ético-políticas a favor de la diversidad y el respeto mutuo. Ahora bien, postular los derechos de los pueblos ha sido insuficiente. Es básico su fortalecimiento integral mediante el acceso a la educación, la salud y la justicia, entre otros. Sin embargo, existen obstáculos. De hecho, la clasificación de los indígenas en el límite de dos o más culturas les impide obtener beneficios en tales áreas. Es decir, a medida que migran buscando oportunidades no sólo cambian sus territorios y sus referentes identitarios, sino que aumentan sus estados de vulnerabilidad.
Para ilustrar, del total de pueblos indígenas, habitantes del territorio colombiano, el 85% vive en tierras de resguardos legalmente constituidos mientras que el porcentaje restante no posee tierras y se encuentra fuera de sus territorios ancestrales.
Por su parte, en la población negra y afrocolombiana se pueden diferenciar cuatro grupos importantes: los raizales del archipiélago de San Andrés, Providencia y Santa Catalina; la comunidad de San Basilio de Palenque; la comunidad ubicada en el corredor del Pacífico colombiano; y, la población residente en cabeceras municipales o grandes ciudades. Vale anotar que en la Región Pacífica existen los 132 Territorios Colectivos de Comunidades Negras titulados hasta hoy ocupando una extensión de 4.717.269 hectáreas que corresponde al 4,13% de las tierras del país. (Dane, 2007).

Construir espacios de formación para las comunidades étnicas que contribuyan a su fortalecimiento como actores del SGR.
FORMACIÓN
Aumentar los niveles de conocimientos de las y los participantes en la formulación, la ejecución, el seguimiento, la evaluación y el ajuste de proyectos con enfoque diferencial, en el marco del SGR, así como en contextos de post-acuerdos.
FORTALECIMIENTO
Fortalecer las capacidades de las y los participantes para poner en perspectiva los proyectos desplegados con la conservación de los territorios, las identidades, las tradiciones, los usos y las costumbres de las comunidades étnicas.
OPORTUNIDADES
Contribuir a generar oportunidades en las comunidades étnicas para que, tanto individuos como colectivos, sean gestores de su propio desarrollo.
DIPLOMADOS
Diplomado Formador de Formadores en Enfoque Diferencial y Formulación de Proyectos.
En este Diplomado son aprendices-expertos 50 integrantes de comunidades étnicas asentadas en los departamentos de: Bolívar, Cauca, Chocó, La Guajira, Meta, Nariño, Putumayo, Risaralda, Sucre, Tolima y Valle del Cauca, distribuidos así:
- 23 miembros de comunidades étnicas; estudiantes de universidades públicas y privadas del país; con vínculos directos con éstas; y,
- 27 representantes de comunidades étnicas con liderazgo reconocido en ejercicios de gestión y planeación en ellas.
Tres Diplomados en Enfoque Diferencial y Formulación de Proyectos dirigidos a Representantes de Grupos Étnicos
Son realizados en tres ciudades capitales (Medellín, Cali y Bogotá). Están dirigidos a 77 representantes y/o delegados de los grupos étnicos existentes en los departamentos priorizados. Entre ellos, cuentan con la asistencia y el soporte de los 27 líderes participantes del Diplomado Formador de Formadores en Enfoque Diferencial y Formulación de Proyectos.
